Why Medvex Exists
Uganda's medical insurance market has been growing steadily for years. The number of licensed insurers, the volume of group health schemes, and the number of Ugandans with private medical cover have all increased. But the infrastructure that should sit underneath this growth, the professional administration of claims, the management of provider networks, the clinical oversight of what gets approved and paid, has not kept pace.
Most Ugandan insurers still process medical claims with in-house teams using manual systems. Most self-insured employers have no visibility into how their health benefit budgets are being spent. International carriers with policyholders in Uganda have no local administrator to manage claims on their behalf.
Medvex was established to fill this gap. We are Uganda's first dedicated, licensed Third Party Administrator for medical insurance: a specialist company with the clinical expertise, the technology platform, the provider network, and the regulatory standing to make medical insurance administration work properly.
Dr. Amon Salaama
Managing Director
Dr. Amon Salaama is the Managing Director of Medvex. He brings over 13 years of experience in Uganda's medical insurance and healthcare operations sector, combining a clinical background as a qualified physician with deep executive experience across insurance underwriting, claims operations, and operational leadership.
He previously served as Head of Medical Business at UAP Old Mutual Uganda, where he led the company's medical insurance division across underwriting, provider management, and claims operations. He subsequently served as Chief Operating Officer at Jubilee Health Insurance Uganda, with responsibility for the full operational delivery of one of the country's leading medical insurance businesses.
Dr. Salaama is a Principal Insurance Officer registered with the Insurance Regulatory Authority (IRA) of Uganda, meeting the professional qualification requirements under the Insurance (Licensing and Governance) Regulations, 2020.

Medvex is guided by a multidisciplinary Board whose collective expertise spans healthcare, insurance, financial governance, and institutional leadership.
Mr. Gad Twesigye
Chairman of the Board
Brings extensive experience in financial management, institutional governance, and higher education leadership, with a career built on strengthening accountability and regulatory compliance. As Chairman, he anchors Medvex's long-term governance and financial stewardship.
Dr. Alex Rutebwa Rubarema
Director
A qualified physician and public health specialist who has led national health programmes with UNICEF, USAID, and CDC, and currently serves as Senior Medical Officer for Mbarara City South Division. His clinical background strengthens Medvex's health systems governance.
Ms. Maureen Twesigane
Director
Brings extensive experience in organisational leadership, programme management, and stakeholder engagement across multidisciplinary environments. Her focus on institutional development supports Medvex's commitment to transparency and long-term strategic planning.

Licensed and Regulated
Medvex Insurance TPA Ltd is licensed by the Insurance Regulatory Authority (IRA) of Uganda as a Third Party Administrator under the Insurance Act, 2017. Our founder holds the status of Principal Insurance Officer, the highest professional qualification standard required of insurance principals in Uganda. All our operations are conducted in full compliance with IRA requirements and the Uganda Data Protection and Privacy Act, 2019.
